Miller Lite Great Lawn
The Miller Lite Great Lawn has a reserved seating section and a general admission seating area.
Seats within the reserved seating area provide an up close view with a reserved seat; all reserved seats are purchased with a ticket
through the MetroCentre Ticket Outlets.
General admission seating is considered the back lawn area behind the reserved seating.
Tickets are required for general admission on Thursday for the Opening Night Concert - admission tickets are not valid until Friday. Access to the back lawn area is by Festival button Friday - Sunday. Picnic tables are available in the back lawn, and patrons can bring
their own lawn chairs. Coolers are not permitted.
NOTE: You do not need a Festival Admission Ticket to be admitted to the reserved seating section of the Miller Lite Great Lawn in Davis Park; your reserved seat ticket for that night's concert will allow you into to the Miller Lite Great Lawn and Verizon Wireless Left Bank Stage venues. You do need an admission button or wristband to access the general admission area of the Miller Lite Great Lawn and for all other Festival venues.

Attractions
Emerging Artists Competition
New this year!! Guzzardo Performance Music is looking for bands to compete in this summer’s Emerging Artist Competition. Anyone can enter as long as they have original music to submit.
First round: A total of 24 bands will be selected to compete on (3) separate weekends at the Rock Box (317 W. Jefferson St. Rockford, IL). Each band will play a 20-30 minute set. (9) bands will be chosen to move on to the second round.
Second round: Each band will be allowed to play no more than a 20 minute set. (3) bands will compete at the Taste of Rockford Festival June 14 th with (1) winner. (3) bands will compete at Hot Fest August 8 th & 9 th with (1) winner. (3) bands will compete at Cherry Valley Days, August 23 rd with (1) winner. The winners from each of these festivals (3) total will move on to the final round.
Final round: Each band will be allowed to play no more than a 20 minute set. (3) bands will compete Labor Day weekend August 29 th-31 st at the On the Waterfront Festival presented by Associated Bank in downtown Rockford to determine (1) grand prize winner. The bands will be judged in the final round by celebrity judges including Jerry Only from The Misfits and Brad Elvis from The Romantics.
Rules for submitting:
To enter you must stop by Guzzardo Performance Music at 3010 Charles St., Rockford, Illinois and complete an entry form and include (1) CD, cassette, or DVD with EXACTLY (3) originally composed songs of good recording quality. No cover music will be accepted. Please make sure that your submission has your band name written on it. All genres of music are welcome, and there are no age limitations for artists or band members. Deadline for submissions will be May 29 th, 2008. Emerging Artists Competition.

Festival Jazz Brunch
On the Waterfront brings a taste of New Orleans to the Jazz stage with a traditional Jazz Brunch on Sunday. Step into the French Quarter themed area and enjoy traditional New Orleans cuisine. Adventure Alley
Once again, inflatables will be available for the kid in all of us. An interesting array including the Bungee Pull and the Giant Slide beckon your inner child to come out and play. Don’t miss the great fun! Located on the upper level of the Water Street parking ramp.
Skybox Experience
Far from the maddening crowds with the best view of the performers at the Oasis and Rock River Ford Country stages is where you will find yourself with the new skybox experience. Elevated above the crowd, these exclusive outdoor skyboxes can accommodate 40 guests and provide a private party setting with a multitude of amenities including a one-day Festival wristband, 2 drink tickets, complimentary soda and water, snacks and a private patio with rest facility. Carnivals

On the Waterfront features two fantastic carnivals for all ages. Both of the carnivals close 15 minutes prior to festival closing.
Located at Jefferson and Madison at the Riverview Ice House, this carnival is geared for teens and adults and features thrilling rides like the Zipper, Orient Express coaster as well as a traditional Ferris Wheel.
Located at N. Water and Short Jefferson, this carnival is geared for younger children and features favorites like the tilt-a-whirl, merry-go-round, roller coaster, parachute drop and many more.
Dock Dogs
Back by popular demand! Who says dogs can't fly?! As seen on Good Morning, America and ESPN, Dock Dogs competition promises to be as exciting for the spectators as it is for the competitors. These Truly amazing dogs with jet-propelled hindquarters compete for Divisional Finals in their first-ever performance at OTW. Don't miss the amazing competition all daylight hours of the festival!
Hole in One
Tee up at the On the Waterfront Hole in One Shoot-Out and win a fabulous grand prize from Lou Bachrodt Auto Mall! Tee up at the Oasis Stage and aim for the green located on a pontoon floating in the Rock River. Open to all amateur golfers age 18 and over all festival hours until dark. FORE!
ComEd Kid’s Castle

The Festival's most popular children's attraction returns this year! Children under 12 can take part in over 30 interactive and make-and-take activities. New this year, Lowe's Home Improvement will teach young carpenters how to build bat houses, butterfly houses, napkin holders, sailboats, etc. Each child receives a Lowe's apron and a badge accompanied with a certificate of completion. Also, Watch Billy the Balloon Guy twist balloons into your favorite toy or animal. Play Bingo with the other kids, learn to mini putt and you can even create a masterpiece with stamp art! Don't forget to listen to all the fascinating stories read by the Rockford Public Library team, and enjoy entertainment on the Amcore Kids Court Stage with performances during Kids Castle hours. Coordinated by ComEd and On the Waterfront, the Kid's Castle is located in the Wyman and Elm Street parking deck and is open Saturday and Sunday from Festival open until 6:00 pm. Activities will be provided by several Rockford businesses and organizations. The Kids' Castle is a smoke-free and alcohol-free environment.
United States Military
Meet our men and women in uniform as the Army Reserves, the Illinois Army National Guard, and the United States Marine Corps join us at this year's festival. View their displays, see their vehicles and equipment, participate in their obstacle courses, and have youth face painted in camouflage. Located on the banks of the Rock River just behind the Rockford Public Library off of Wyman Street.
Backstage Club
Plans are well underway for the 2008 On the Waterfront Festival presented by Associated Bank. We are inviting you to join us at the truly authentic experience of Italy -D'Agento at the Waterfront Backstage Club!
This year, The Backstage Club will bring to life the romance and beauty of Italy, by transforming the Lorden Building into the finest destination getaway you'll find this close to home! Memories will be made (and perhaps forgotten!) as you stroll through the rustic old country and out-of-this world entertainment venues found in D'Agento.
Club members can let loose and have a great time with complimentary food from some of Rockford’s finest restaurants, comfortable seating, and a full cash bar. Plus, it's the "closest place to the stars" on the Miller Lite Great Lawn stage where you'll get a "birds-eye view" of the Miller Lite Great Lawn headliners. Yacht Club
Looking for VIP treatment all weekend long? Kick back and enjoy your VIP status in Waterfront's members-only club, the Yacht Club, located on the east side of the Miller Lite Great Lawn near the beautiful Rock River.
For just $75 per person, Yacht Club members will get a variety of amenities including a tented, roped off private area with tables and chairs, an hors d'oeuvres buffet served each night at 7:00 pm, a full cash bar and complimentary snacks, private port-o-lets and sink, a special commemorative members-only souvenir cup, and one Festival admission ticket. All that for just over $18 per day! Yacht Club is the best way to upgrade your festival experience.

In fact, the plethora of Festival treats is one of the top reasons people make On the Waterfront Festival presented by Associated Bank part of their Labor Day plans. Tired of cooking? Let our fabulous not-for-profit organizations and commercial food vendors do the cooking for you and bring your family and friends down to the Festival for sweet and savory, mouth-watering delights!
Pepsi, the Official Soft Drink of On the Waterfront, has booths throughout the Festival where you can purchase soft drinks, juice, and water. There are also beer tents located in many of the stage venues where you can buy a cold beer or other alcoholic beverages including a variety of wines. Each music venue has a variety of food and beverage booths.
All of the Pepsi booths and beer tents are staffed by local not-for-profit organizations. You may purchase food and beverages with 50-cent tickets, which are available throughout the Festival grounds at OTW ticket booths which are also staffed by local not-for-profit organizations. Since 1986, area not-for-profit groups have raised $9.1 million at On the Waterfront! By purchasing tickets, food, and beverages, you are supporting our volunteering not-for-profit partners. Rockford Chariots Wheelchair Basketball
Saturday, August 30 - 1p.m. and 3 p.m. Sunday, August 31 - 3 p.m.
Established in 1986, the Rockford Chariots Wheelchair Athletic Association works to provide programs for developing the athletic potential of individuals with lower limb impairments. These gifted athletes compete against local celebrities and city officials in a long-standing and friendly rivalry which goes back many years. Exhibition games are Saturday at 1p.m. and 3p.m. and Sunday at 3p.m. on West State Street just west of Wyman. Come watch this hilarious rivalry unfold yet another year!
Winnovation
Winnovation, Winnebago's High School Robotics Team, invites you to see FIRST Robotics in action on Sunday, Aug. 31, noon-2:30pm at On The Waterfront. The playing field will be set up on State St. near Wyman. Teams coming include: Fond du Lac, WI "Fondy Fire", Sussex, WI "Charger Robotics", Freeport "Metalheads", Oregon "Robohawks", Rockford "Robotics", Oswego "Gear It Forward", and Winnebago "Winnovation". Hopefully we'll see "Chicago Knights". Teams will be playing with robots they built in six weeks to compete in USFIRST competitions back in March. We are excited to showcase our teams and their robots at On The Waterfront!!! Hope you can join us!! Please pass the word!!
Hot Air Balloon Fly Over

This event is visible from anywhere in the festival. See sixteen brightly colored hot air balloons soar overhead Saturday evening. Watch for special entries this year. A real crowd pleaser!
Rockford Business College – Free Massage & Blood Pressure Check

Rockford Business College students will be conducting free chair massages and blood pressure checks. Water from Rock Valley Culligan will also be provided. We will be located on Wyman St, right in front of the food court.

2008 Results Presented by Ken Bennett and Associates, Inc. and Suby, Von Haden & Associates, S.C. Thank you to everyone who came out for this year's race. We had 292 participants making 2007 our biggest 5K race ever! Maybe it was the excitement generated by the record crowd, maybe it was the ideal weather conditions, but whatever the reason records came crashing down at this year's Waterfront 5K.
Brent Alexander, a 26 year old from Chicago took advantage of the fast, flat course and came through the finish line at 15:12, cutting 8 seconds off the previous record. Not to be outdone, Jessica Langford of Rockford shattered the old women's record with her time of 17:03. Many other runners claimed to have set PRs or at least had better than average times. After the 5K was completed about 50 or so youngsters took the street for a 1/4 mile fun run. Looks like some serious competition is just a few short years away.

All race packets can be picked up Friday, August 29, 2008 at the YMCA Log Lodge from 2 p.m. to 7 p.m. On race day, packets must be picked up at the Trolley Station, located at Riverview Park, 324 North Madison St., which opens at 6:30 a.m. All packets MUST be picked up at least 15 minutes prior to the start of event.
COURSE
The USATF certified 5K (IL94056JW) course begins by the Trolley Station, 324 North Madison Street in downtown Rockford, adjacent to the On the Waterfront Festival grounds. The course heads north along Madison Street, joining up with a paved recreational running/bike path that follows along the banks of he Rock River. The 5K is an out and back race and the terrain is flat and fast. Water will be available at the aid stations located at the start/finish and at the two mile marker. Splits will be given at 1 and 2 miles.

The 5K is part of the Rockford Road Runners Race Circuit. Awards and cash prizes will be given to the top three male and female awards in the 5K Race. Festival Rules and Restrictions
For everyone’s safety, and to ensure an enjoyable time for all Festival patrons, please abide by the following guidelines:
No bicycles, skateboards, roller skates, roller blades or weapons of any kind are allowed on Festival grounds
No animals or pets except for personal assistance animals are allowed
No outside food or drink is allowed onto the grounds
Unauthorized distribution of handbills or advertising is also prohibited on Festival grounds
Please bring your photo ID if you plan to purchase alcoholic beverages.
Festival patrons are reminded to park in public lots and decks only. Private property and other areas listed as “tow away” will be enforced.
On the Waterfront discourages patrons from bringing backpacks or large bags and all bags are subject to search.
Food and Beverages
On the Waterfront is known for having a variety of delicious foods to tempt and satisfy the taste buds of our patrons. The majority of these tasty delights are provided by local not-for-profit organizations that use the proceeds from their sales at the Festival to fund their activities year round. Since 1986, area not-for-profit organizations have raised over $9.1 million at on the Waterfront. By purchasing tickets, food and beverages at On the Waterfront you are directly supporting those individual organizations and their activities. Pepsi, the official soft drink of On the Waterfront, has booths throughout the Festival grounds where you can purchase a variety of soft drinks, juice and water. There are also beer tents located in many of the stage venues where you can buy a cold beer or other alcoholic beverages. All of the Pepsi booths and beer tents are also staffed by local not-for-profit organizations.
RMTD Park and Ride Shuttle

Ride to the festival in comfort and ease on the RMTD OTW Shuttle. Park at Target located at 6560 East State Street or at Cliffbreakers Riverside Resort located at 700 West Riverside Blvd. Shuttles will run on approximately 30-minute intervals, on the hour and the half hour during Festival hours.Shuttle rides are only $1 round trip.
Answer Tents
If you have questions about the Festival, stop by one of the seven Answer Tents located in all areas where food is served. Each tent is staffed by trained Waterfront volunteers during all festival hours and is your one stop for all current Festival information on entertainment, special events and food.
Waterfront Ambassadors
Once again On the Waterfront’s Ambassadors will be stationed at each gate to welcome you to the Festival, provide schedules, answer questions and assist you with other needs. This group of dedicated volunteers is easy to find as they always sport bright blue Ambassador shirts. If you are interested in becoming an On the Waterfront Ambassador, call 815-964-4388, ext. 51.

The success of On the Waterfront is dependent on the hard work and talents of its incredible volunteers. Each year, over 2500 people come together to volunteer their time and talents to make each successive On the Waterfront festival a success. Lullaby Lounge
Located close to the center of all activities, this area is for parents and their little ones who just need a few moments of quiet time. Breast feeding stations, changing tables, and a play area await the smallest of festival goers. Their older siblings will enjoy toys, games, and TV/VCR with 30 minute tapes. This family location offers air-conditioned quiet with diapers, water and juice available for a modest fee.
Parking
Public parking is available on the west side of the Rock River at the lot on the corner of Green and Church Streets, at the ramp on Church Street between Elm and Chestnut Streets, and at the ramp on North Main Street
between West Jefferson and Park Streets. On the east side of the Rock River, parking is available at South Second and Walnut Streets. Handicapped parking is available in the ramp on Church Street between Elm and Chestnut Streets
and in the lot on First Street between East State and Walnut Streets. An excellent alternative to downtown parking is our RMTD shuttle (please see above for details).
First Aid Stations
On the Waterfront provides two first aid stations in the unfortunate event that you have a minor injury. The West Side tent is located on West State Street near Main Street and the East Side tent is located on East State Street at Water Street.
The Miller Lite Great Lawn is the only music venue that has a reserved seating section during the festival. Seats with in the reserved seating section are the Closest seats to the Great Lawn performers and provide a fabulous, up-close view. Reserved seats are available at www.onthewaterfront.com , by phone at 815-968-5222, the MetroCentre box office or at the gate.
Note: You do not need a Festival admission ticket or wristband to gain access to the Miller Lite Great Lawn reserved seating area. Your reserved seat ticket for that night’s performance will gain you admission into Miller Lite Great Lawn – the Miller Lite Great Lawn and the Verizon Wireless Left Bank Stages. However, you will need a festival admission ticket or wristband to enter the other Festival venues.
General admission is available in the back lawn area behind the reserved seating section. General admission tickets are required for general admission for the Thursday night performance. Festival admission tickets are not valid until Friday. Concert goers may gain access to the back lawn area with a festival ticket Friday through Sunday. Picnic tables are available in the back lawn and patrons can bring blankets and lawn chairs. Coolers are not permitted.

Plans are well underway for the 2008 On the Waterfront Festival presented by Associated Bank. We are inviting you to join us at the truly authentic experience of Italy -D'Agento at the Waterfront Backstage Club!

Looking for VIP treatment all weekend long? Kick back and enjoy your VIP status in Waterfront's members-only club, the Yacht Club, located on the east side of the Miller Lite Great Lawn near the beautiful Rock River.
For just $75 per person, Yacht Club members will get a variety of amenities including a tented, roped off private area with tables and chairs, an hors d'oeuvres buffet served each night at 7:00 pm, a full cash bar and complimentary snacks, private port-o-lets and sink, a special commemorative members-only souvenir cup, and one Festival admission ticket. A. If your guests are coming to visit you, please call the On the Waterfront office, ext. 27 to make arrangements for your guests to gain access to your residence. If your guests are coming to enjoy the festival, they will need to purchase a ticket.
Q. I live within festival grounds and have a pet. Is there a designated area that I can walk my dog during festival hours?
A. For reasons of health and safety for our patrons, pets are not allowed on festival grounds during hours of operation. Please make alternate arrangements for your pet if this is a concern.
PARKING FAQ
Q. I have a City permit and have designated parking set forth by OTW. When is my permit valid in the permitted parking lots?
A. West side city parking permit holders may use the Metro Centre parking deck or the Conseco deck across from the Coronado Theater. East side permit holders may use the Trinity Lutheran Church lots which border Market Street from Madison to First Street. The permits are valid non-festival hours only. Both of these lots have fees for parking during the hours of the festival.

Be Green! Recycle!
On the Waterfront implemented a new recycling program three years ago that diverted more than 12 tons of recyclables from our landfills. We will continue with this program in 2008 and ask patrons to help us by placing their plastic recyclables in blue recycling bins throughout the Festival grounds. Please do not place any food items, contaminated waste, serving utensils, wax paper cups, or other non-recyclables in these blue bins. Please use the regular trash boxes for these items.
What was once known as the Festival Clean Team, is now the Green Team. This group will not only have the tough duty of keeping the grounds clean but will also
make sure that recyclable items get into the appropriate receptacles and dumpsters.
Through the Rockford Park District, you can help keep Rockford green all year long. Recycling containers are located at nine Rockford Park District parks
and facilities including Sportscore II.

12 THINGS YOU CAN DO TO HELP REDUCE WASTE
Recycling keeps our environment clean and
safe so that in years to come we will still have a healthy
place to live and raise our families. There are plenty of
ways that you can help at home to do your part in keeping
the Earth clean! Below are just a few of the millions of things
you can do to help out!
When shopping, look for the recycling logo
on packaging.
Know what can and cannot be recycled in
your community. Remember, even if there is a recycle logo
on the package, it can only be recycled if facilities exist
in your area.
Avoid using paper plates, paper napkins,
paper towels and plastic silverware. These items are not
recyclable. If you must use these items, look for ones containing
recycled content.
Use Tupperware or other reusables instead
of plastic baggies to store your leftovers and lunches.
Plastic baggies may seem small, but they really add up as
they cannot be recycled and must be thrown out.
Avoid using Styrofoam. It is not recyclable
and does not decompose in landfills.
When going out for fast food, only take
the amount of napkins and condiment packages that you need.
These items add up quickly in a landfill.
If you need to use something only once,
borrow it instead of buying a new one. If you must buy it,
buy the one that will last.
Create your own compost pile in your backyard.
Compost makes a great fertilizer and best of all it's free!
It is also a better way to dispose of leaves, because burning
them releases harmful toxins into the air.
Use rechargeable batteries instead of buying
new ones and throwing the old ones away.
Use Compact Florescent Bulbs instead of
incandescent bulbs. You'll save money, keep old bulbs out
of the landfill and reduce your carbon dioxide emissions-
a main greenhouse gas- by 900 pounds each year. Due to their
long life and efficient energy use, each Compact Florescent
Bulb installed will save as much as $25 during the lifetime
of the bulb in energy costs.
Donate old clothes to the Rescue Mission
or Salvation Army.
Most importantly, buy products made from
recycled materials. In order for recycling to be effective,
we must close the loop.
DID YOU KNOW?
Every ton of paper made from recycled materials saves 17 trees, 6953 gallons of water, 463 gallons of oil, 587 pounds of air pollution, 3.06 cubic yards of lanfill space, and 4,077 kilowatt hours of energy.
If all morning newspapers in the US were recycled for just one day, the equivalent of 41,000 trees would be saved and 6 million tons of wast would never end up in landfills.
Making recycled paper generates 74% less air pollution and 35% less water pollution.
Recycling just one glass bottle or jar saves enough electricity to light a 100-watt bulb for 4 hours.
Recycling 10 tons of recycled plastic bottles saves the energy equivalent of 200 gallons of gasoline.
Recycling one pound of steel can power a 60-watt light bulb for more than a day.
One aluminum can saves enough energy to light a 100-watt light bulb for 3 1/2 hours.
FACTS ABOUT OUR PROGRAM
2002 - Before Recycling Program - we had generated 52 tons of waste that went into our landfills.
2003 - First year of the new Recycling Program - we generated 45 total tons of trash with 3.35 tons of it recycled, which is 7% of the total that was recycled.
2004 - Second year of the Recycle Program - we generated a total of 40.7 tons of trash with 8.24 tons that were recycled, which is 20.2% of the total that was recycled. We made a note that the Country music night at the Great Lawn stage generated the most trash that year.
2005 - Third year of the Recycle Program - we generated a total of 37.19 tons of trash with 4.04 tons recycled, which is 17%.
2006 - Fourth year of Recycle Program - we generated a total of 34.11 tons of trash with 4.04 tons recycled, which is 11%.

ADMISSION TICKETS
Admission tickets for the 25th annual On the Waterfront Festival presented by Associated Bank go on sale July 25, 2008 at locations throughout the stateline area in both Illinois and Wisconsin. Only $18 if purchased in advance of the Festival, an On the Waterfront admission ticket provides access to three days of great music, delicious food and lots of fun! By purchasing tickets in advance, you can enjoy all three days of the festival for just $6 per day! Wristbands will be available for $15 for a one-day admission at the gate during the festival. Volunteers are the heart and soul of On the Waterfront. Over 350 members of the Steering Committee work all year long to produce the On the Waterfront Festival each Labor Day Weekend and numerous others help to produce our other events. There are 10 different committees that work year-round and are responsible for different aspects of the On the Waterfront Festival. These committees make up the Steering Committee for the Festival. Every committee has an Event Manager and one or more Assistant Managers who supervise the committee, manage the budget, and ensure that everything runs smoothly. In addition, each committee has many different positions and subcommittees within it that report to the Event Manager.
Two other committees work year-round to help produce Groove Walk and the OTW Director's Challenge.

Atmosphere & Signage Committee
The Atmosphere & Signage committee works year-round and is responsible for transforming the 30-city blocks that comprise the festival grounds into a spectacle of light, color and drama. This is achieved through special lighting effects, large-scale art installations, bold pageantry flags and different themes in each venue. Colorful entrances, signage and directionals provide festival attendees with on-site information.

Finance Committee
The Finance Committee is responsible for the accuracy and accounting of all the money, admission tickets and food tickets at the On the Waterfront Festival. Volunteers need to be reliable, accurate and good with math and computers.
Letting the community know all the new and spectacular things happening each year at On the Waterfront is a big job. The Marketing Committee begins immediately after the Festival on the next year's Festival logo. Working with graphic artists to produce award-winning promotions, Marketing produces all the brochures as well as places the advertising for print, TV and radio. Plus, they manage the media and public relations for the Festival and oversee OTW's website. Waterfront's merchandising program is coordinated by Marketing and Marketing Committee volunteers staff the Waterfront Store at the Festival.

The On the Waterfront Festival is just too big for only 250 Steering Committee members to run, so each year the Volunteer Committee recruits and trains over 1,500 additional volunteers to help during the Festival. From Festival Greeters to Great Lawn Ushers, we couldn't do it without the fantastic volunteers that this Committee recruits. They also recruit and organize the Waterfront Ambassadors, OTW's corps of volunteers who serve as greeters at the Festival, answer questions, distribute brochures and serve as hosts on the RMTD shuttle busses.

Groove Walk
Groove Walk is a music walk in the downtown River District. Held in May, it is produced in cooperation with the River District Association and the Rockford Area Music Industry (RAMI). Media Promotion and Recognition
On the Waterfront enjoys a terrific relationship with the local media and receives over $100,000 in advertising and promotion from local television, radio and newspaper. On the Waterfront TV commercials run extensively throughout July and August, and all three network television affiliates join Waterfront during the weekend to broadcast live or do remotes for their newscasts. Most of the local radio stations broadcast live from On the Waterfront and heavily promote Waterfront throughout the summer. Over 105,000 Brochures are distributed through insertion in the Rockford Register Star the week Festival admission tickets go on sale and through distribution at over 150 retail admission ticket outlet locations.

Over 117,000 Guides are distributed through insertion in the Rockford Register Star the Wednesday before the Festival and through distribution at Festival entrances during the Festival.

For product sampling and demonstration, lead generation and event marketing. Tents with wrap-around sides, tables, chairs and electrical needs are provided by On the Waterfront. The On the Waterfront staff will work with you to design promotions or other activities to maximize the use of the booth space during the Festival.
